Proposed Road Safety and Public Realm improvements at Cartwright Gardens

We are writing to seek your views on the Council’s proposals to improve road safety and public realm at Cartwright Gardens (eastern side).  This section of Cartright Gardens is home to the redeveloped University College London building (UCL) on one side and green space on the opposite side.

The university building at 1 Cartwright Gardens houses student accommodation which attracts heavy pedestrian and cycling traffic to the street, however there is no footway outside the green space which raises a safety concern.

In order to improve access by foot to the green space along this side of the street,  we are proposing to create a new 2-metre wide footway and a crossing point for pedestrians crossing between the university building and the entrance to the green space.

The proposed measures have been outlined below and illustrated in the drawing in the link at the bottom of this page.

Proposed Measures:

  1. Provide 2m footway adjacent to the green space on Cartwight Gardens.
  2.  New informal raised crossing point between the entrances to the university building and green space.
  3. Provide 2 parking spaces with an electric charging unit.

The new footway will reduce the width of the available carriageway which carries two way traffic.  In order to ensure there is adequate space for motor vehicles to pass through safely and provide the new crossing point as well as parking spaces with electric vehicle charging points, a number of parking and loading changes are necessary.  These are summarised as follows, with more detail provided on the drawing.

  1. Convert 16.5m of motorcycle parking space and 6m of paid for parking space to double yellow lines with double blips to accommodate passing space due to new footway on the opposite side (Loss of 1 paid for parking space)
  2. Convert 22m of paid for parking space to be converted to single yellow line with single blips; no loading or waiting will be permitted during Monday – Friday 08:30am - 06:30pm and Saturday 08:30am – 1:30pm.
  3. Convert 4m of paid for paking space and 7.3m of single yellow line to double yellow lines to allow for loading (Loss of 1 paid for parking space)
  4. Convert 6.6m of single yellow line to paid for parking space (Gain of 1 paid for parking space)
  5. Single yellow line to be converted to double yellow line with double blips, no waiting or loading permitted at any time.

There will be an overall loss of 5 paid for parking bays, reduction in single yellow line on the eastern side of Cartwright Gardens and reduction of 21.5m of motorcycle parking. Site visits undertaken by officers’ have shown that the motorcycle parking bay is underused. These changes would enable us to create a much-needed footway outside the green space and retain two way traffic in this street making the street better for pedestrians and cyclists.

Who is being consulted?

All properties located close to the proposals, local groups, statutory groups and ward councillors.

While it will not be possible to reply to your individually, all comments will be taken into account. At the end of this consultation period, officers will consider all responses received and write a report with recommendations. This report will be presented to Cabinet Member for a Sustainable Camden who will make a decision whether or not to proceed with implementing the proposals.
