Revised local area requirements for planning applications
Overview
We have reviewed our local requirements for the validation of planning and other related applications to make sure they are relevant and appropriate to current policies and legislation.
Different types and scales of applications require different levels of information and supporting documents to be submitted.
Some changes have been made to bring the requirements up to date where changes have been made to planning legislation, policy and guidance.
List of proposed changes
Amendments
• Updated links to relevant policies and guidance that apply to the requested documents.
• The general and specific requirements for plans, sections and elevations have been updated to provide clearer guidance.
New requirements
• Completion of the Community Infrastructure Levy Liability Assessment form where relevant.
• An acoustic report check list to be submitted with noise impact assessment and sound insulation reports/ noise vibration and ventilation assessments.
• A heritage statement to be submitted with applications:
o for works to buildings on the Local List
o affecting the setting of a listed building or conservation area.
• Photographs to be submitted with applications:
o for works to buildings on the Local List
o affecting the setting of a listed building or conservation area.
• A planning statement to be submitted for applications for artwork, statues and memorials providing:
o details of funding and ongoing maintenance arrangements
o details of landowner’s permission and any other relevant consents, for example permission from the highway authority
o biographic information, if the artwork is in commemoration, including details of the person's significance and connection to the area
• A structural report to be submitted with applications for:
o the substantial demolition of a building in a conservation area.
o for the substantial demolition of a building on the Local List
• A service management plan to be submitted with applications that are likely to generate significant need for the movement of goods and materials when occupied
• New requirement for prior notification in connection with permitted development rights for changes of use – contaminated land assessment and transport assessment.
