Overview

London Borough of Camden is committed to road safety, which includes reducing the risk that large vehicles pose to vulnerable road users. Large vehicles (over 3.5 tonnes) are disproportionately represented in fatal collisions with cyclists and pedestrians; 53% of cycle fatalities in London between 2008 and 2012 involved conflict with a large vehicle despite them only accounting for 4% of London’s traffic.

In 2014, Camden introduced Work Related Road Risk (WRRR) terms for contracts over £100k and 6 months duration. The terms broadly require Contractors to become accredited under best practice schemes, install specific safety equipment on vehicles and undertake relevant driver training.

In early 2015, these terms were updated to align with the Construction Logistics and Cycle Safety (CLOCS) standard, which incorporates and builds upon WRRR, but includes additional requirements for the ‘construction client’, or developer. These additions include having agreed and risk assessed routes to and from site, coordinated and well managed delivery schedules, and safe site access that takes into account any highway-based loading and unloading requirements.
