CA-E Controlled Parking Zone and Safe and Healthy Streets Consultation
Overview
We want to hear your views on the Controlled Parking Zone (CPZ) hours of operation in CA-E, Bloomsbury Controlled Parking Zone, and other improvements you might like to see in your area such as electric vehicle charge points, bike hangars, car clubs and dockless e-bike / e-scooter hire stations.
The area covered by CA-E and its hours of control as well as those of neighbouring CPZs is shown below.

There are approximately 305 active resident permits issued for 375 resident parking spaces within the CA-E CPZ.

The Camden Transport Strategy (CTS) sets out a vision of healthier streets and travel across the Borough, including an objective to reduce inessential motor vehicle ownership and use, and helping enable cleaner, more sustainable types of transport and leaving more space on the roads for those who need it the most.
Parking policy is a key method to help achieve this, including the hours of control of our Controlled Parking Zones (CPZ). We are now reviewing CA-E CPZ to make sure that its hours of control are in line with our policies in our Transport Strategy and the views of our stakeholders, including residents and businesses.
Controlled Parking Zones Study/Recommendations – CA-E
In 2022, we completed a study of all CPZs in Camden to determine how the reviews should be prioritised to contribute to meeting objectives of the CTS. The study also identified issues in our CPZs and recommended hours of operation to help address them. Having completed the highest priority CPZ reviews already, we are now consulting on potential changes in CA-E, which (along with CA-C and CA-D) are the next priority areas for review.
In CA-E issues identified by our study included that hours of parking operation of the CPZ should better reflect how the area is used (including the night-time economy) and help improve air quality. Potential alternative hours of control for CA-E, based on the findings of the study, include:
- Extending Monday to Friday hours of control to 07:00 to 21:00.
- Extending Saturday hours of control to 08:00 to 20:00.
- Adding Sunday hours of control.
In addition, 24-hour control is also an option, as it is already in operation in the neighboring CA-C zone.
Seeking your views
In line with that study and recommendations, we are now seeking your views on any potential changes to hours of control in CA-E CPZ.
Your views are important in helping us, alongside data/information and relevant policies, in determining whether to introduce any changes. Recent changes in other CPZs have been introduced as an initial trial, for a period of up to 18 months, and any amendments to CA-E could be implemented on a similar basis following this consultation.
As parking controls and healthy street improvements can affect anybody living in or visiting an area, we want to hear from everyone who may be impacted by any changes – regardless of whether you own a motor vehicle (car, van or motorcycle).
