Overview
Proposals to make trial Saturday hours of control permanent
In August 2024, the Council introduced parking controls on Saturdays from 8:30am - 12:00pm across the whole of the CA-X CPZ. A map of the area is shown below. This change was made as a trial, under an Experimental Traffic Order (ETO), following a consultation which took place in February/March 2022.
We are now consulting on proposals to make the trial Saturday hours of control changes, permanent.
These proposals are based on the initial consultation responses, feedback received during the trial period, and relevant policies. The proposed changes aim to ensure that parking is prioritised for resident and permit holders, and discourage inessential motor vehicle journeys into the CPZ.
About Elm Village CA-X CPZ trial scheme changes
A study we carried out in 2019, to determine how CPZs reviews should be prioritised based on the current Camden Transport Strategy objectives, recommended extending the existing parking controls in CA-X. This study was updated following the pandemic, in 2022, and continued to recommend such changes for CA-X.
This was recommended to address issues of poor air quality and to respond to the further housing and other growth planned for the area which may generate some additional parking demand with visitor, freight, and servicing trips.
A public consultation was undertaken in February / March 2022. The aim of the consultation was to seek stakeholders’ views on the controlled hours of operation of CA-X CPZ and possible extensions.

The current parking controls
Following the consultation, approval was granted by the Cabinet Member for a Sustainable Camden to introduce trial Saturday controls in the CPZ. The weekday (Monday – Friday) controls remained unchanged and continue to operate between 8:30am and 6:30pm, throughout the CPZ.
The trial, which started in August 2024, introduced Saturday parking controls from 8:30am - 12:00pm in paid-for parking bays, permit holder bays, and shared-use bays in CA-X. This trial was implemented using an Experimental Traffic Order (ETO) for a maximum duration of 18 months. This included several streets that were added to the CPZ in 2022, namely Rossendale Way, Blakeney Close, Bergholt Mews, Weavers Way, Ploughmans Close, Crofters Way and Reapers Close. Feedback during the Experimental Traffic Order (ETO) Period
There were no statutory objections received during the trial ETO period.
On the commonplace webpage, created to receive feedback during the trial period, we had 5 responses: 2 responses were positive, 1 was mostly negative and 2 were negative.
The positive responses noted that on Saturdays there was a reduction in traffic, and that the introduction of these new controls motivated some residents to walk and cycle more. They also noted that the air quality in the area seemed to have improved.
The respondent that felt ‘mostly negative’ about the trial also acknowledged a decrease in traffic levels. However, they pointed out that the parking changes on made it financially harder for friends and family to visit them on Saturdays.
The respondents who felt negatively about the scheme expressed their concern over not being able to park where they wanted and unclear communication from the council.
What are we now consulting on?
Considering the feedback received from residents and stakeholders before (via consultation) and during the trial period, and our policies and objectives set out in our Camden Transport Strategy, Clean Air Strategy and Climate Action Plan, we are now consulting on the following proposals:
- Making the experimental (trial) scheme of Saturday controls in the CPZ (from 8:30am to 12:00pm), permanent.
No parking spaces will be removed as part of these recommendations. Residents will still be able to purchase visitor parking vouchers for their visitors and paid for parking bays will still be available in the area. Blue Badge holders will still be able to park in residents, permit holder, shared use and paid for parking bays for an unlimited time as well as single and double yellow lines with no loading restrictions for a maximum of 3 hours.
If Saturday controls are not made permanent following the trial, there is a risk of some displacement from CA-G Controlled Parking Zone having Saturday controls as approved separately.
What happens next?
After the consultation a decision report will be produced and published online via our website. Local residents and stakeholders will be notified of the outcome. The report will consider the consultation responses, feedback received during the trial, relevant policies, monitoring data, and other data/information. If a decision is made to make the trial scheme permanent following consultation, then the necessary making of relevant statutory traffic orders would commence.
