Overview

New intermediate housing in Camden is mainly rented housing for working households with low and middle incomes who live or work in the borough. First Homes are discount homes sold to first-time buyers in London at a maximum price of £420,000.

The Council is consulting on a draft Planning Statement on the Intermediate Housing Strategy and First Homes. The draft statement sets out the proposed approach to these types of housing to guide the implementation of Camden planning policies and the assessment of planning applications.

Why your views matter

Following consultation, the Council will consider the responses received, assess whether amendments are needed, and decide whether to formally adopt the document as Council policy.

When determining planning applications where affordable housing is required, the draft statement will be taken into account alongside national planning policy and relevant development plan and supplementary planning documents, including the London Plan 2021, the Camden Local Plan 2017 and the Camden Planning Guidance on Housing 2021. The weight that can be given to the draft statement will increase as it progresses through consultation to formal adoption.

We do not propose amending the Camden Planning Guidance (CPG) to refer to First Homes at this stage as the CPG was adopted recently (January 2021), and we cannot yet be certain about the deliverability of First Homes in Camden or the level of local interest in providing or buying them.
