Greville Street, Kirby Street and Saffron Hill Safe and Healthy Streets Consultation
Overview
We want our streets to have more safe space for everyone to walk and cycle, for children to get to and from school safely and healthily, for businesses to be able to flourish, to reduce carbon emissions from vehicles and for you to be breathing cleaner air.
We want our streets to provide a lasting legacy of greener, safer, healthier travel.
As 64% of households in Camden do not own a car, we know that safe and easy walking, cycling and scooting routes are more important than ever. Supporting and encouraging those who are able to walk and cycle, by creating safer streets will ensure that there is more space available on public transport and on our roads for those who need it the most.
Kirby Street
The Camden Cycle Permeability programme aims to help us reduce barriers to cycling. Many streets in the borough are one-way, and connections between key cycle routes and Camden’s cycle network are often disrupted by infrastructure, traffic restrictions or busy major roads.
The Cycle Permeability programme helps to make more of Camden’s streets accessible for cyclists and easier to navigate. It does this by allowing two-way cycling on one-way streets and adding cut-throughs where roads are blocked for cycles. Many of these improvements have been made across the borough in recent years.
Greville Street, Kirby Street and the southern part of Saffron Hill have one-way traffic systems in place. These restrictions apply to all vehicles including cycles. We are proposing to introduce two-way cycling on these roads to enable cyclists to access the wider cycle network and improve cycle permeability.
We are also proposing to introduce an electric vehicle charging space on Kirby Street in line with Camden 3-Year Transport Delivery Plan for 2025/26 – 2027/28 , rebalancing how road space is used, through the continued ambitious roll-out of Electric Vehicle Charging Points.
The introduction of two way cycling on Greville Street and an electric vehicle charging point on Kirby Street would result in the loss of 6.7 metres of motorcycle parking, 2 car club bays and 11.5m of pay by phone parking. A survey of motorcycle parking in the area found that there was enough capacity to accommodate this loss of motorcycle parking, while2 of the car club bays on Kirby Street are not in use. The removal of pay by phone parking is in line with Objective 2 of Camden’s Transport Strategy which is “to reduce car ownership and use, as well as motor traffic levels in Camden” and Objective 1, “to transform our streets and places to enable an increase in walking and cycling”.
If the proposals are approved, we would make these changes using a permanent Traffic Management Order and carefully monitor any impacts.

After the consultation, a decision report will be produced and published online via our website. Local residents and stakeholders will be notified of the outcome.
