Highgate West Hill Safe and Healthy Streets Consultation
Overview
We want our streets to have more safe space for everyone to walk and cycle, for children to get to and from school safely and healthily, for businesses to be able to flourish, to reduce carbon emissions from vehicles and for you to be breathing cleaner air.
We want our streets to provide a lasting legacy of greener, safer, healthier travel.
As 69% of households in Camden do not own a car and public transport use remains much lower than before the pandemic, we know that safe and easy walking, cycling and scooting routes are more important than ever. Supporting and encouraging those who are able to walk and cycle, by creating safer streets will ensure that there is more space available on public transport and on our roads for those who need it the most.
Why your views matter
We want to improve Highgate West Hill between Holly Terrace and Millfield Lane to make it easier, safer and more enjoyable for people walking, wheeling and cycling to travel in the area. We are also proposing to introduce traffic calming measures on Highgate West Hill between Holly Terrace and Millfield Lane.
We would like to make changes that:
- Improve overall safety and accessibility for people walking, cycling and wheeling.
- Reduce vehicle speeds on Highgate West Hill.
- Improve accessibility to public transport.
Highgate West Hill
Our proposals for Highgate West Hill are as follows:
- Adding three new zebra crossings on Highgate West Hill to give people safer and more accessible crossing points. The locations of the zebra crossings would be near Holly Terrace, Holly Lodge Gardens and Oakeshott Avenue. These would replace existing informal crossing points and traffic islands.
- Widening the western pavement between Holly Terrace and Merton Lane to provide space for walking and wheeling and safer access to northbound bus stop Merton Lane (Stop R).
- Moving the northbound bus stop Merton Lane (Stop R) 40 metres to the south on Highgate West Hill so that it would not be on a bend. This would improve pedestrian accessibility as the bus drivers would be able to stop the bus closer to the pavement edge.
- Introducing traffic calming changes including speed bumps and raised tables (where the road is raised up to the same level as the pavement) making it easier to cross the road and slowing traffic.
- Installing 20mph vehicle activated speed signs by Makepeace Avenue for vehicles travelling in both directions to make drivers more aware of their speeds and to help improve driver behaviour.
- Installing extra 20mph signs by Merton Lane and Makepeace Avenue for vehicles travelling southbound on Highgate West Hill to make drivers more aware of their speeds and to help improve driver behaviour.
- Adding a new continuous pavement (where the pavement continues uninterrupted across the road - see example in photo guide) across Merton Lane at Highgate West Hill, to create a safe crossing point for people walking and wheeling.
- No changes to parking bays are proposed as part of these proposals

After the consultation, a decision report will be produced and published online via our website. Local residents and stakeholders will be notified of the outcome. The report will consider a broad range of information including officer observations, consultation responses, relevant policies, and other data/information.
