Safer & Fairer Estate Parking 

Section 105 Housing Act 1985 Consultation 

Camden Council is rolling out Traffic Management Orders (TMOs) to improve parking safety and access on housing estates. 

We are consulting residents on the proposed parking arrangements for their estates under Section 105 of the Housing Act 1985. We particularly want to hear from Council tenants who may be affected, but leaseholders and other residents are also welcome to take part too. 

When completing the survey, please tell us whether you are a Council tenant, leaseholder or another type of resident. This will help us identify tenants' views as part of the consultation. 

The consultation will run for 28 days, from Monday 19 October to Sunday 15 November 2026. 

We will consider all the feedback we receive when reviewing the proposed arrangements and deciding whether any changes should be made before they are implemented. 

What happens next? 

Following this consultation, there will be a separate statutory consultation on the proposed Traffic Management Orders (TMOs), giving residents and those interested a further opportunity to formally comment before the TMOs are made. 

Why are we making changes? 

Incorrectly parked vehicles can block roads and pavements, making it difficult or unsafe for people to get around. They can also prevent rubbish collections and, in some cases, have stopped fire engines and ambulances from reaching emergencies. Residents have also told us that finding a parking space can prove difficult, even with a permit. 

In November 2022, more than 900 people responded to our consultation on estate parking, with the majority supporting the introduction of TMOs. You can read the consultation report here. 

We have used this feedback, alongside the layout and needs of each estate, to develop the proposed parking arrangements. 

We now want your views on the designs and any changes we should consider before they are implemented.
