The consultation on proposed changes to our financial contributions policy ended on 9 April. A decision on the proposal was taken at Cabinet meeting on 14 June, and the details of the decision are published.

As in other parts of the country, Camden’s population is changing. The number of older people living within the borough is increasing. Advances in medical care also mean that people are living longer and people with disabilities are able to be supported at home for longer. While this, of course, is welcome news it means we have to think about how we provide our services. These challenges, coupled with new responsibilities due to changes in the law, means more people than ever require our support.
By 2018/19 government cuts mean that the Council’s like for like funding will have been more than halved compared to 2010 levels. Further cuts to government funding, alongside other social pressures – including an ageing population and continual increases in the cost of living – have left us with a further budget gap of £78million which we need to fill by 2018/2019.
As part of this, we need to make £16 million of adult social care savings. This means that we have to look at new ways of providing adult social care and make difficult decisions about what we provide.
What is this consultation about?
This consultation is about financial contributions individuals might make for care and support arranged in the community or in a care home by the Council. Examples of care and support include:
- a homecare (care at home) service
- a direct payment to employ a personal assistant, or
- arranging a stay in a residential care or nursing home.
Why your views matter
Significant legal changes were introduced under the Care Act 2014. The changes were introduced through the Care and Support (Charging and Assessment of Resources) Regulations, which cover assessing contributions for care and support, and the Care and Support Statutory Guidance 2016. These cover both care and support at home and residential or nursing care.
The changes that we are proposing to the contributions people make to the cost of their care are necessary due to reduced funding from the government. If we do not consider making changes to the contributions policy, then we would have to consider further reducing social care services within the borough. Our proposed revised contributions policy is part of our plans for a wider transformation of adult social care within the borough.
If a person has sufficient income or wealth they may be asked to contribute or to pay in full for their social care. We want to make sure that our policy is in line with national policy and guidance, and other local authorities, and that it is fair to all residents who pay.
The consultation will run from 16 January until 9 April 2017 and you will be able to give us your views during this time. What people tell us during this consultation will be reported to Camden Council’s Cabinet to inform their decision about whether or not to agree the proposed changes to the policy.
Camden’s Cabinet is the group of elected councillors who make decisions about what the Council does. During the same time period, we are also consulting on changes to our day centres. To see the consultation document for day centres, please visit camden.gov.uk/ascchanges.
