Priory Terrace - Safe and Healthy Streets Consultation
Results updated 12 Mar 2024
During November 2023 we consulted on changes proposed for Priory Terrace to make the area more resilient to future flooding.
Thank you to everyone who took the time to share their views. We had over 30 responses and following the consultation, we have made the decision to implement the proposed changes permanently.
The new scheme will now be implemented and a notificationis going to all local residents and businesses. You can read the decision reports relating to this, and our feedback to the consultation responses in the decision report.

Overview
We want our streets to have more safe space for everyone to walk and cycle, for children to get to and from school safely and healthily, for businesses to be able to flourish, to reduce carbon emissions from vehicles and for you to be breathing cleaner air.
We want to ensure that our streets support a strong recovery from the pandemic and provide a lasting legacy of greener, safer, healthier travel.
Why your views matter
Your views matter as we know that the South Hampstead area has suffered from severe flooding so we want to hear your views on our ideas to make the area more resilient to future flooding.
The area of South Hampstead has been prone to flooding in recent years largely due to the lack of sewer capacity. The following proposal forms part of a wider plan for the area which aims to reduce the impacts seen by the onset of climate change. This proposal’s primary aim would be to reduce and mitigate potential future flooding and has full support from Thames Water due to the positive impact on reducing the pressure of the drainage network.
We want to hear from you on our ideas to make the area more resilient to flooding, improve biodiversity and the look and feel of this area. Our proposals include:
- Adding 4 new rain gardens - rain gardens capture and store rainwater, act as great local habitats for wildlife, and improve the look and feel of an area.
- Minor changes to loading and parking to facilitate the changes including:
- Removing one 5m parking bay located within Priory Terrace at the junction of Belsize Road.
- Removing 9m of parking bay space located next to the eastern pavement on Priory Road.
- Removing one 9m long motorcycle parking bay located next to to the western pavement on Priory Road.
- Constructing a sub-surface water storage tank located under the raised table (area of raised road) located at the junction of Priory Terrace and Belsize Road. The tank would be able to store approximately 15m3 of water which would help mitigate potential over-flow issues within the current drainage network.
- Improving the junctions to aid cycling including upgrading existing zebra crossing to a parallel crossing on Priory Road(see the photo guide).
- Constructing a continuous pavement (see photo guide) which would highlight the priority of pedestrians crossing the road.
- Making junctions safer
- Extending the double yellow road markingson Belsize Road between Priory Road and Priory Terrace to improve road safety, visibility and bus reliability.
- Making permanent the temporary zebra crossing (installed as part of the nearby development) and parking removal (removing 26m of permit holder parking bays).
Adding new specially designed rain gardens would create more areas which could soak up water during heavy rainfall. They would also contribute to improvements in air quality, improve local biodiversity by adding new habitats for nature and improve how the area looks and feels.
During the construction phase we would be incorporating a previously consulted project and a future project which includes the construction of two small traffic islands at the junction of Priory Terrace / Belsize Road which will enable a contra- flow cycle route (where people cycling can travel in both ways down a one way street) along Priory Terrace. This also allows for alterations to the existing waiting and loading restrictions.

After the consultation, a decision report will be produced and published online via our website. Local residents and stakeholders will be notified of the outcome. The report will consider a broad range of information including officer observations, consultation responses, relevant policies, and other data/information.
